NOTICE OF PROPERTY TAX INCREASE

The Board of Public Education for the City of Savannah and the County of Chatham will tentatively adopt a millage rate which will require an increase in property taxes by 15.67 percent. The 15.67 percent increase is above the roll-back millage rate of 16.323 mills. While the District’s property tax rate is proposed to increase, it does not mean that your individual property taxes will increase by 15.67%. For example, last year’s school board taxes for a home with a fair market value of $187,500 with a regular homestead exemption of $2,000 was approximately $1,214. With this proposed property tax increase, total taxes would be $1,378, an increase of $164 per year (13.5%) or $13.69 per month or $0.45 cents per day. When the total digest of taxable property is prepared, Georgia law requires that a rollback millage rate must be computed that will produce the same total revenue on the current year’s digest that last year’s millage rate would have produced had no reassessments occurred. The budget tentatively adopted by The Board of Public Education for the City of Savannah and the County of Chatham requires a millage rate higher than the rollback millage rate, therefore, before The Board of Public Education for the City of Savannah and the County of Chatham may finalize the tentative budget and set a final millage rate, Georgia law requires three public hearings to be held to allow the public an opportunity to express their opinions on the increase. A property tax rate increase is necessary at this time due to slow property tax and sales tax revenue and increasing expenditures including: • 11% increase in State Health costs for classified employees • 4% increase in State Retirement costs for employees School staffing increases related to enrollment shifts • Increased staffing levels to support school safety and security • Increased staffing levels for the support of student wellbeing • Implementation of City of Savannah fire fees • Funding to bolster a declining fund balance (the school district’s emergency funding reserve) The Savannah-Chatham County Public School’s property tax rate was last increased in 2015 and the District‘s property tax rate with the proposed increase will continue to remain much lower than the property tax rate of Georgia’s largest school districts. All concerned citizens are invited to the public hearings on this tax increase. The meetings will be held in the Jessie Collier DeLoach Board Room of the Whitney Administrative Complex, 2 Laura Avenue, Savannah, Georgia on Wednesday, June 13, 2017 at 11:00 AM and 6:00 PM, and Wednesday, June 20, 2017 at 6:00 PM.
